Artificial Intelligence Framework IDB Group

This document presents the IDB Group's framework for leveraging artificial intelligence as a driver of development in Latin America and the Caribbean. The framework outlines the main opportunities and risks of the technology, as well as the challenges involved in translating its potential into tangible benefits. It proposes three pillars of action: (i) institutions and governance; (ii) data and infrastructure; and (iii) people, through which the IDB will promote the responsible adoption of this technology across both the public and private sectors. In addition, it provides guidelines, lessons learned, and a research agenda to strengthen the region's capacity to implement AI solutions sustainably.

AI Regulatory Frameworks in LAC

This document examines how countries in Latin America and the Caribbean can design artificial intelligence regulatory frameworks that foster innovation while safeguarding fundamental rights. It reviews major global models—from the European Union's risk-based approach to the sectoral or adaptive models used in the United States—and assesses their relevance for the region's institutional context. It also presents a conceptual framework on what, how, and whom to regulate, and discusses the "trilemma" of protecting rights, promoting innovation, and preserving sovereignty.

AI and Education

This document provides a comprehensive review of how technology—especially artificial intelligence—can transform education systems in Latin America and the Caribbean. It analyzes lessons learned from decades of edtech initiatives, showing that technology generates impact only when integrated with clear pedagogical purpose, adequate infrastructure, and teacher development. It explores emerging opportunities and risks of AI to personalize learning, expand access, and improve efficiency in educational management. Finally, it proposes a digital transformation framework based on five enabling conditions to guide governments toward the sustainable and effective adoption of educational technology in the region.

ILIA Index

This document presents the third edition of the Latin American Artificial Intelligence Index (ILIA), an instrument that measures the level of AI readiness, adoption, and governance across 19 countries in Latin America and the Caribbean. Drawing on more than 100 sub-indicators, it provides a detailed overview of the regional ecosystem, identifying progress, structural gaps, and strategic opportunities. It analyzes three dimensions: (i) enabling factors; (ii) research/development/adoption; and (iii) governance. It also highlights key trends such as the expansion of open-source technologies, the rise of generative AI, and persistent lags in infrastructure, talent, and data.

Algorithmic Transparency

This report provides an assessment of the algorithmic transparency instruments used by governments around the world, with a particular focus on public algorithm registries. It analyzes the different proactive and reactive mechanisms through which states can disclose information about automated decision-making systems and introduces a new classification distinguishing between supply-driven and demand-driven instruments. The study maps 83 active repositories across more than 20 countries, identifying good practices, implementation challenges, and tensions with rights such as privacy and intellectual property.
